How it works
Texas agency rulemaking and enforcement follow a structured sequence under the APA. The process has four discrete phases:
- Proposal. An agency drafts a proposed rule and publishes it in the Texas Register. The public comment period must remain open for at least 30 days after publication (Texas Government Code § 2001.029).
